Yes, this is exactly what you think it is - a camea that talks. More specifically, it is a Polaroid 600 series that has the added ability to record your voice, and to play it every time you take a picture. 
 
There are three different lines that you can record into the camera, and you can select which line plays with a switch on top of the camera.
